Donor Tier Contributor Type Per Election Primary + General Max Notes
Bundler / Finance Committee Individual raising from others No limit* No limit* *Bundler raises from others; their own contribution still subject to individual limit. Must be disclosed to FEC if raising $17,600+.
Maxed Individual — $7,000 Individual (gave both elections) $3,500 $7,000 Gave maximum to both primary ($3,500) and general ($3,500). Cannot receive any more direct contributions this cycle.
General Max Individual — $3,500 Individual (general only) $3,500 Up to $7,000 Has given or can give the $3,500 general election max. May still have primary capacity depending on timing.
Mid-Level Individual — $1,000–$3,499 Individual donor Up to $3,500 Up to $7,000 Significant donor, has capacity to give more. Priority for candidate call time and upgrade asks.
PAC (Multicandidate) — Up to $10,000 Qualified multicandidate PAC $5,000 $10,000 PAC registered 6+ months, 50+ contributors, contributed to 5+ candidates. Higher limit than individual. Verify multicandidate status.
PAC (Non-multicandidate) — Up to $7,000 Non-qualified PAC $3,500 $7,000 PAC that does not meet multicandidate status. Same limit as individual. Common for new PACs or single-candidate committees.
Low-Dollar — Under $1,000 Small donor individual Up to $3,500 Up to $7,000 Small donor with upgrade potential. Contributions under $200 need not be itemized on FEC reports.

Important: Contributions over $3,500 from an individual are a federal violation and must be returned promptly. Contributions from corporations, foreign nationals, and federal contractors are prohibited regardless of amount. All contributions $200+ must be itemized with donor name, address, employer, and occupation. Always verify with Compliance Director before processing contributions from PACs or atypical sources. Contribution limits are indexed for inflation each cycle — confirm current limits at fec.gov.

Call Time Best Practices
Daily Call Time Protocol
  • Schedule minimum 2 hours of call time daily during the general
  • Candidate should never be making fundraising calls without a Finance Director or finance staff present
  • All calls logged immediately with amount, date, and next step
  • Declined donors noted for follow-up at a different ask level or time
  • Never discuss policy or endorsements during call time — that's a different call
Ask Script Framework
1. Connection: Personal tie / how you know them
2. Context: Race overview — why this is winnable
3. Ask: Specific dollar amount, specific reason
4. Close: Credit card right now, or when can I follow up?
5. Log: Amount, pledged/received, next step
